Heavy-duty Transit Bus Procurement Project Approved by FTA - 90% Federal Share Program Nears Mid-December Sign Up Deadline
Dallas, TX; December 6, 2006---Implicit PurchasePooling Solutions, LP (IPPS) announced that the FTA has approved a national Cooperative Procurement Pilot Program for U.S. transit agencies to collaborate in the joint procurement of heavy-duty transit buses using the Company's proprietary, web-based software application. All approved participants will be eligible for 90% federal share using qualified 5307, 5309 or 5311 funds as compared to 80% federal share under the current transit capital investment program. Agencies interested in participating should contact IPPS no later than Wednesday, December 20, 2006.
Thirty-four U.S. transit agencies have already expressed interest in joining this collaborative project that will use Implicit PurchasePooling Solutions' web-based application to procure heavy-duty buses. The agencies are considering the procurement of more than 1500 heavy-duty buses of all lengths that use either diesel, CNG, LNG or hybrid-electric propulsion systems. Under FTA guidelines, the program remains open to new participants that commit by December 22, 2006. The PurchasePooling Solutions software application will allow each participating agency to maintain their unique specifications, terms and conditions, while taking advantage of larger volume discounts for general heavy-duty bus components.
The heavy-duty transit bus pilot project is one of five Cooperative Procurement Pilot Program (CPPP) projects across the nation sanctioned by the FTA. The FTA's guidelines require participants to maximize the use of Internet technology to assist in developing specifications and procurement documents as well as evaluating proposals. The FTA pilot program funds eligible expenses in addition to the direct cost of the transit vehicles. Eligible expenses include the cost of Internet-based software to help the agencies collaboratively develop specifications and generate the proposal request documents. "This is an excellent opportunity for transit properties to streamline the procurement process and take advantage of volume pricing for heavy-duty transit buses," noted Jack Leary, President, JKL Solutions, Inc. and former transit general manager. "This state-of-the-art application allows each agency to customize their buses while taking advantage of volume pricing for the components that may be common among buses."
In October 2006, three southwestern transit agencies released the first official joint procurement document to meet the CPPP's requirement for using an Internet-based specification and document development tool. They used Implicit PurchasePooling Solutions to help develop the joint specifications and the final RFP to meet APTA's Standard Bus Procurement Guidelines for up to 431 natural gas transit vehicles if all options are exercised. The agencies also plan to use the application in the proposal evaluation process.
Implicit PurchasePooling Solutions software tools let agencies effectively work together to reduce the time and expense for developing capital equipment specifications while preserving each agency's ability to customize the equipment for their needs.
